The High Time Queen is a temp sent by Space Bunker High Command Temp Services to fill in at Space Bunker Zeta while the crew was away. It seems she hadn't had an assignment in quite a while before this one, and is open to going temp-to-perm.

The High Time Queen continues to monitor Arnie's signals and broadcasts her own introductions, informing any listeners that multiple dimensions are not real, as per her instructions. She is unaware that the Mysterious Man has continued to intercept & introduce Arnie's signals remotely, and that no one is hearing her work. The Bunker is running mostly on automatic protocols, and has landed on Foon, docking with an ancient temple in Fingaria. She nearly encounters Krom, Arnie, Chunt, & Usidore when they wander into the docked Bunker while recording an episode.

It is eventually learned that The High Time Queen was once human child and classmate of Arnie's, Julie Andrews. Transported from 1989 Earth to 2009 Space by the Mysterious Man, with a dimension jump thrown in, Julie is dying from Time Warp Sickness, which leads Dr. Ulrich Zadore to attempt to save her using a Timelimen Ray. The sickness and ray cause Julie to experience dilated time and multiple timeholes, bonding her with time itself. With new telekinetic powers, and her perceptions changed, she built her own spaceship and departed to pursue her own adventures. It would be a decade later that she took the job at Space Bunker Zeta.
